We can see the name of a building across the street! it's the Trang Tien Plaza! A quick lookup suggests its in Hanoi. Right across the street is "Si Lounge Hanoi", and a quick look on Google streetview shows the same tables. We found it! FLAG: `INTIGRITI{Si Lounge Hanoi}`
